Strengthening Governance: Governance Ofsted Briefing at Parkside Community School

Governors from across Embark Federation came together last night at Parkside Community School for an in-depth briefing on the updated Ofsted inspection framework, led by David Carter. All 25 of our Embark schools were represented, with around 90 governors in attendance in person and online, reflecting the strength and commitment of our governance family. We are grateful to Parkside for hosting this important session and to David for his clear and detailed explanation of the framework.

The briefing provided governors with a comprehensive understanding of the more collaborative and context-driven approach to inspections. A key focus of the framework is inclusion, ensuring that all young people, particularly those who are disadvantaged or have additional needs, are supported to achieve their full potential. Governors explored the five-point grading scale, which requires a secure fit for each assessment area rather than a best-fit approach, and considered how the inspection methodology, including pre-inspection preparation, evidence gathering, case sampling, and reflection meetings, provides a precise and holistic view of school performance.

David highlighted the renewed vision of Ofsted to celebrate school successes, validate improvement priorities, and identify areas for development. Governors discussed how the inspection process considers the unique context of each school, including leadership decisions, demographic data, and local circumstances, ensuring a fair, transparent, and evidence-based assessment. The briefing also covered adaptations for small schools, safeguarding oversight, and the critical role of governance in challenging and supporting school leaders while ensuring compliance with statutory responsibilities.

Particular attention was given to how inspectors will assess the provision for young people with SEND, the support for those known to social care, and the promotion of well-being, personal development, and character education. Safeguarding remains a central priority, with governors expected to demonstrate robust oversight and effective engagement with staff, parents, and the wider community. Achievement is assessed not only through published outcomes but also through discussions with leaders and young people, supported by case studies and work samples, ensuring a comprehensive understanding of each young person’s progress.

The session reinforced how governance underpins Embark Federation’s strategic priorities. Trustees and governors provide the vision, challenge, and support that enable our schools to be stand out schools, foster a collective commitment to inclusion, maintain organisational excellence, and embed environmental sustainability in practice. Their oversight ensures that all young people benefit from high-quality education, equitable opportunities, and a safe, supportive environment where they can thrive academically, socially, and personally.
